Ghana Statistical Service Job Positions 2019

Ghana shall be organising its decennial Population and Housing Census (PHC) in the year 2020. which is the most extensive field operation in its national data collection effort. The primary goal of the PHC is to count each person in the geographical space of Ghana. By so doing, every person’s characteristics would feed into the development planning process hence no one is left behind. This means that substantial effort is needed to ensure that the wide-ranging activities of the census are well-coordinated, quality-assured, timely implemented and dispensed in an inclusive manner to involve the cooperation of all stakeholders, including public institutions at all levels, private sector operatives, community leaders, households and individuals in all regions and districts. Among the key actors in ensuring a successful conduct of the 2020 PHC is the District Census Officer (DCO). Within the organisational structure of the 2020 PHC, the DCO reports directly to the Regional Statistician and works collaboratively with the Zonal Senior Field Operations Officer, the District Data Monitor and the District IT Officer to achieve effective coordination of the District Census activities. The DCO will be a member of both the four-member District Census Technical Team and the District Census Implementation Committee (DCIC). The DCO will convene the meetings of the District Technical Team and serve as Secretary to the DCIC, which shall be chaired by the District Coordinating Director.

JOB PURPOSE

The Ghana Statistical Service (GSS) invites applications from suitably qualified persons, who are goal-oriented, results-driven and possess leadership qualities and skills for appointment to the position of DCO for the 2020 PHC.

DUTIES AND RESPONSIBILITIES

The District Census Officer shall, under the direct supervision of the Regional Statistician, perform the following functions in the assigned districts:

A. Management of the 2020 Population and Housing Census

  • Develop a comprehensive district implementation plan for the 2020 PHC exercise:
  • Take full responsibility for executing and reporting on the 2020 PHC exercise;
  • Provide administrative and technical direction of the census
  • Direct and manage census working teams;
  • Manage the schedules for the implementation of the 2020 PHC
  • Control cost during the planning and Implementation of the 2020 PHC using appropriate verification techniques, and
  • Ensure that all activities are delivered on-time and quality-assured

B. Coordination of all activities related to the Census

  • Coordinate the district census activities and programmes;
  • Maintain strong coordination and networking among stakeholders;
  • Identify key players for the conduct of successful PHC and in consultation with the Regional Statistician harness the resourcefulness of all important stakeholders in the district;
  • Coordinate and oversee the activities of field supervisors and enumerators; and
  • Schedule, facilitate and act on recommendations of meetings of the District Census Implementation Committee and the District Technical Committee.

C. Operational guidelines (including Field Activities)

  • Update/develop the district profile of localities, with respect to characteristics of institutions, hard to reach areas, mobile data connectivity spots, availability of electricity and other essential facilities which will support the operation of the census:
  • Profile the district based on a computed hard-to-count index for the localities and develop a road map for a response chase approach:
  • Secure storage and office facilities, including venues for training for the conduct of the census;
  • Develop and implement an inventory management system for handling logistics;
  • Identify and facilitate modes of transpOrt for hard to reach areas within the district;
  • Document relevant information on all enumerations areas (EAs);
  • Sample 10% of EAs (biased in favour of type three EAs) for validation of demarcation exercise;
  • Review EA maps and localities, and validate the size and description of all enumeration areas in the district;
  • Assist in recruiting field personnel for the 2020 Population and Housing Census in the district;
  • Facilitate training workshop for the 2020 Population and Housing Census in the district, and submit a report of the workshop; I I. Identify service providers in the district for the conduct of the 2020 PHC;
  • Validate all field expenditure/receipts and submit same to Regional Statisticians;
  • Set up monitoring guidelines to track work performance of field staff:
  • Liaise with supervisors to ensure that field data collected by enumerators is synchronised daily to the server at Regional Office or Head Office; and
  • Obtain information on count and characteristics of outdoor sleepers and institutions

E. Publicity Education and Advocacy

  • Determine appropriate modes for publicity, education and advocacy on all aspects of the census;
  • Identify the different languages spoken in the district and persons to assist with translation; and
  • Mobilise the support of Civil Society Organisations, religious bodies. community leaders and traditional authorities, schools.

QUALIFICATION AND EXPERIENCE

  • At least a Bachelor’s degree in Statistics, Demography, Population Studies, Economics, Social Sciences and related disciplines;
  • A minimum of eight (8) years’ experience, with progressively higher responsibility in a Management position. or at least five (5) years post­graduate experience in a Management position in an organisation offering statistical services, research, policy development, monitoring and evaluation;
  • Knowledge of the selected district, however, an applicant residing in the district is an added advantage;
  • Knowledge and skills in people management, negotiation, advocacy and financial management; and
  • Knowledge in census or survey operations.

INFORMATION, TECHNOLOGY AND COMMUNICATION SKILLS

  • Proficiency in the use of android devices;
  • Proficiency in the use of Microsoft office software applications including
  • Excel. Power-point, Word: and
  • Ability to use and navigate smart mobile device screens and items.

LANGUAGE

The eligible candidates should demonstrate the abilities to speak, read or write the local language(s) of the district and fluency in English. Writing of the local language is an added advantage.

DUTY POST AND DURATION

The DCO would operate from the district in which he/she resides. The appointment is for eight months and involves a considerable amount of travelling within the district. The contract is renewable every three months. The basis for renewal would be the volume of work outstanding. achievements of key performance indicators and continuous fitness to travel across the district over the period of engagement.
