UNDP Job Positions 2019

The UNDP Country Office in Ghana implementing its Country Programme Document (2018-2022). Under the Green, Equitable and Resilient Development pillar, the Environment and Climate Cluster (ECC) is focusing on:
a) Strengthening public institutional capacities to reduce environmental degradation and implement climate action
ECC is collaborating with the Ministry of Environment, Science, Technology and Innovation (and other institutions) to strengthen the planning and delivery process for gender-responsive mitigation and adaptation measures at national and local levels. This involves focusing on internalizing and implementing global environmental agreements, promoting policy coherence, and coordinating climate change, disaster risk reduction (DRR), and green economy interventions across sectors. In addition, ECC is planning to work with research institutions to improve climate and environment-related information and knowledge management systems. We are supporting the Ministry of Finance and other institutions on new ways to mobilize financial resources for policy implementation (including climate finance), and promote an enabling environment for green private sector investments. We are also planning to strengthen partnerships with civil society organizations (CSOs) to better advocate and support action on inclusive participation for all segments of society, women in decision-making processes, and the management of natural resources.
b) Facilitate access to information, knowledge and tools that promote green jobs, citizen participation in environmental conservation, and community resilience
We are undertaking targeted and catalytic interventions that have a clear potential to generate best practices to be upscaled and replicated. Drawing on UNDP’s global expertise and network, we are facilitating access to innovative tools, approaches and technologies developed and tested worldwide to: (i) help communities adapt to climate change, reduce their vulnerabilities to disasters and promote environmental conservation; (ii) support the private sector to make production/manufacturing more environmentally sustainable and enhance their involvement in inclusive markets and the delivery of green products and services
The Project Assistant will directly report to the head of the Environment and Climate Cluster. He/she will provide project management support services, including processing requests for payments, budget management and monitoring. He/she will also assist Programme Officers in performing project management and technical duties. He/she will work in close collaboration the with the operations, programme and projects staff in the CO and UNDP HQs staff to exchange information and ensure excellent and consistent service delivery.

 

Duties and Responsibilities

 

Under the direct supervision of head of the Environment and Climate Cluster, the incumbent will be responsible for, but not limited to, the following duties:
Administrative and Financial Support (75%)
1) Prepare all payment requests, financial record-keeping and preparation of financial reports required in line with both the National Implementation and Direct Implementation financial rules and procedures;
2) Responsible for ATLAS-related transactions, e.g. keep track and update Risk Management Module and issues log;
3) Maintain the budget and expenditure of projects within a portfolio, including formulation, revisions, and record keeping in ATLAS, monthly status reports, and reporting and liaising with the UNDP on budget matters;
4) Support preparation of background information for project implementation, work plans and budget;
5) Keep records and files of financial and technical documentation and reports;
6) Draft the cluster’s Annual Procurement Plan and monitor to ensure implementation of the plan in accordance with UNDP’s policies/procedures;
7) Support the purchase of goods and services and following up on issuance of contracts and payments;
8) Liaise on the conduct of project audit and ensure access by auditors to project documentation, personnel, and institutions involved in the project
9) Assist in the organization of in-country events (meetings, seminars, workshops, trainings etc), ensuring logistical arrangements;
10) Prepare internal and external travel arrangements for personnel;
11) Take record of meetings and draft correspondence as required;
12) Undertake other duties per the requirements of the portfolio.
Technical Support (25%)
1) Draft Terms of Reference/Concept Notes for projects within the Portfolio.
2) Support in drafting/reviewing Project Reports in line with UNDP’s corporate procedures.
3) Assist drafting of Annual Work Plans and Budgets for projects within the Portfolio.

10. Creating visibility for UNDP/supporting UNDP’s capacity to advocate: Ensuring that  UNDP has the visibility and corporate image it requires as the key development actor.

13. Promoting accountability and results-based management: Monitoring and promoting practices, procedures and systems that support accountability and results-based management, while also influencing change in the organizational culture.
14. Results-based programme development and management. Effectively managing core and non-core resources to achieve UN development results

 

Required Skills and Experience

 

Education:
Secondary Education, preferably with specialized certification and/or training in Accounting and Finance. University degree in Business or Public Administration or similar is preferable.
Experience:
At least 5 years of proven professional experience in financial resources management, budget management or administrative support functions. Demonstrated exposure to project management, preferably in the area of environment and climate. Experience in ATLAS project management system is an asset.
Language Requirements:
Fluency in written and spoken English
Technology Proficiency:
Proficiency in Microsoft Office (Word, Powerpoint, Excel, Outlook, etc)
