The Adolescents and Youth Programme Specialist is responsible for analyzing the Sexual and Reproductive Health and Rights (SRHR) situation of adolescent and young people within the context of the political, social and economic environment in the country. S/he is proactive in preparing reports, updates and information on progress and achievements of the SRHR components of UNFPA supported programme, in line with results-based management. He/she provides inputs into and ensures coherence with the agreed national and international planning framework, including UNFPA Strategic Plan, the Delivery as One Framework, United Nations Sustainable Development Framework, the Country Programme Plan, and Annual Work plans.

Organizational Setting

———————————————————————————————–Under the overall supervision of the Representative and a direct supervision of the Deputy Representative, the Programme Specialist plays a leadership role in coordinating and managing comprehensive ASRH and related thematic interventions so as to substantively drive the effective achievement of UNFPA programme activities in the area of youth sexual and reproductive health and rights, reducing maternal mortality and accelerating progress on the ICPD agenda and SDGs 3&5.

Main Tasks & Responsibilities

Management and technical leadership support

Analyse and interpret the political, social and economic environment relevant to the area of sexual and reproductive health and identify opportunities for UNFPA assistance and intervention. Keep abreast of new policy developments and strategies analysing policy papers, strategy documents, national plans and development frameworks.

Participate in relevant national and sub-national fora, enhancing UNFPA mandate on sexual and reproductive health; and works to ensure that relevant issues are incorporated in national development plans and frameworks.

Address policy issues and provide substantive inputs to facilitate policy dialogue and the central positioning of sexual and reproductive health including ASRH within policies, national plans and strategies, UN system initiatives, and development frameworks in national and development partners’ coordination mechanisms in line with the new aid environment.

Create substantive knowledge of sexual and reproductive health issues in the country, assess technical assistance needs in these areas and advise on the suitability of programmes and related interventions to meet these needs.

Prepare regular briefing notes on the socio-economic and political conditions in Ghana and their implications to UNFPA supported activities.

Translate global strategies into country specific advocacy strategies; create and deliver effective evidence-based advocacy messages to promote UNFPA programmes goals taking into account political and social sensitivities.

Promote knowledge sharing and continuous learning by testing, linking and documenting innovative strategies, approaches, lessons learned, and best practices inside and outside UNFPA; and replicating these strategies and approaches. Ensure that programme staff integrate new substantive policies, methodologies and tools (RBM, gender concepts etc.) into their work. Creates mechanisms to collect and share knowledge.

Establish clear links between investments in sexual and reproductive health and reproductive rights, education, young people and the reduction of poverty and reaping the demographic dividend;

Programme Management:

In collaboration with Government counterparts, NGOs and other partners, provide substantive leadership and inputs into the design and formulation of the Country Programme and its component reproductive health and rights programmes. Translates the UNFPA’s mandate and strategic priorities into national, regional and local interventions in line with Government priorities and according to UNFPA programme policies and procedures. Introduces the results from programme reviews and evaluations, best practices, as well as innovative strategies, approaches and policies into the formulation of interventions.

Lead programme implementation, guide and orient executing agencies, related partners and personnel and introduce effective modalities and practices of implementation.

Create and document knowledge by evaluating programmes and on-going experience for lessons learned, best practices and replicable strategies; and approaches and actively share and apply this knowledge. Create mechanisms to collect and share knowledge.

Participate actively in relevant Joint UN Teams, ensure alignment of programmes with relevant joint programming initiatives, and support and contribute to all relevant joint programmes/activities among the UN agencies.

Prepare and manage programme and project budgets.

Monitor programme expenditures and disbursements to ensure delivery is in line with approved programme budgets and to realize targeted delivery levels.

Be accountable for financial resources allocated to the Adolescent and Youth; carry out budget projections, closely monitor expenditures, conduct regular budget reviews and analyse related financial reports; ensure proper compliance with UNFPA norms and procedures for the utilization of funds;

Partnerships, coordination and resources mobilization

Actively seek and maintain strategic partnerships and collaboration with external counterparts, including research institution, think tanks, universities and development partners for technical collaboration, resource mobilization, advocacy and knowledge sharing in the area of Sexual reproductive health and rights of Adolescent and Young people
Actively promote and facilitate communities of practice
Represent UNFPA Ghana in relevant technical meetings, workshops and conferences as required
In all activities, work as part of the inter-disciplinary CO team and provide high quality integrated technical support, operational policy, programme and communications support to the CO management and other programme units
Scan donors’ environment and mapping their presence and interest in the country to support the CO management in resource mobilization;
Lead Adolescent and Youth portfolio proposals writing and their submission to targeted donors;
Ensure quality reporting of the Adolescent & Youth projects implementation and timely submission of reports to Government and donors.
Actively contribute to advocacy and resource mobilization efforts of the CO in related area, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.

Supervision and performance management

Lead the Adolescent and Youth Team and ensure high standard of staff management within the team using a participatory style;
Supervise, mentor and coach team members in order to strengthen or further develop their capacity. This includes the implementation of UNFPA performance management system for his/her direct reports;
Ensure that regular team meetings take place, with their outcomes and resolutions properly recorded.
Exchange relevant information and maintain an open line of communication with colleagues and his/her supervisor to ensure that synergies across programming activities are obtained.
Actively participate in CO and programme unit team meetings.
Ensure that capacity building on issues pertaining to programme management and advocacy towards ICPD goals occurs among programme staff, counterpart government institutions and CSOs on issues pertaining to reproductive health and rights.

Carrying out any other relevant activities/responsibilities as assigned by the UNFPA country office leadership

Qualifications and ExperienceEducation:

Advanced university degree in Public Health, Medicine, Sociology, Gender, International Development, or other related social science fields.

Knowledge and Experience:

At least five years of increasingly responsible professional experience in management and development of programmes relevant to health, education, gender, population and development.
Demonstrated programme and technical expertise in the substantive area of work, with field experience;
Proven track record of performance and ability to produce demonstrable results;
Experience in working with government institutions, NGOs and/or donor institutions.
Conversant with national frameworks and policies on reproductive health and other population issues and their linkages with changing global environment.
Good knowledge of the programme development mechanism of United Nations country programmes. Familiarity with UNFPA programmes and policies would be a plus.

Languages:

Fluency in English is required;

knowledge of other official UN languages would be an asset.
